Laymen watch a Daoist draw talismans and call it occult art. Insiders know: a talisman is official correspondence.

Its format is identical to a government dispatch: the heading names the receiving office — Bureau of Thunder, of Fire, of Pestilence, the City God's yamen — the body states the matter; the signature is drawn; the seal is stamped. Burning the talisman is formal transmission; the rising ash is the document entering the postal relay. The offices of Heaven receive, verify, and endorse by fixed procedure. Whether a talisman "works" has nothing to do with how flamboyantly it was brushed. It depends on three things: correct format, honest subject-matter, and whether you hold a seal of upward transmission.

My lineage cultivates precisely this: the Talisman-Bearing school. Our founding master handed down the Seal of Penetrating Mystery — a seal properly registered in Heaven. Stamped with it, a talisman is a document of record. Without it, paper.

Three hundred years ago, our school's talismans truly worked. A village well turning brackish: one talisman, and within three days the Bureau of Waters sent an inspector. Plague-breath entering a hamlet: one talisman, and the Pestilence Bureau's runners arrived by night. The founding master liked to say: never mistake yourselves for immortals. We are merely the clerks who carry memorials between the human world and Heaven.

The year the black moon rose, the talismans stopped working.

Not intermittently. All of them. Simultaneously. A burned talisman became a memorial dropped into an abandoned relay-station: none received, none endorsed, none answered. The founding master burned a talisman a day for three months, petitioning every office in turn — and at the last, burned one addressed to the Celestial Emperor himself, a capital presumption he accepted willingly —

no answer came.

He passed the Seal to me and sat down that night into death. His testament was one sentence: "While the seal exists, the offices exist. Keep writing."

I have kept writing. Three hundred years.

One talisman daily, format immaculate, every subject-line true: in such a year and month, drought in Cart-Slow — the Bureau of Rain is respectfully petitioned to inspect. In such a year and month, yao-troubles in such a township — the Bureau of Thunder is petitioned per precedent. Wells gone salt; incense failing to ascend; the Yao-Hunting Bureau executing forged warrants… Every affliction of the human world for three centuries, I have drafted into official form and burned upward.

One hundred nine thousand five hundred and some talismans. Not one endorsed.

Why continue? The master's testament — half faith, half orders. But I have a third reason of my own: correspondence that no one receives is still correspondence. It keeps the record. On whatever day the offices above reopen their seals, their first task will be the backlog — and my hundred thousand talismans are the complete archive of three hundred years of human suffering. Not one page missing. Not one case omitted.

I am not praying. I am filing.

On the fifteenth of last month — the eclipse — I wrote the day's talisman as usual; its subject: remnants of the false ceremony, and the anomalies in the earth-veins. I had finished writing and not yet performed the transmission when the talisman, on my desk, burst into flame by itself.

The ash did not scatter. It circled three times in the air and settled — into a different sheet of paper.

A reply-slip. In three hundred years, the first reply I have ever seen.

The format was correct — old celestial-dispatch format; my school could recite it in its dreams. Two endorsement-lines, in a punctilious hand:

"All matters memorialized have been entered into the archive. Await review."

And a seal beneath. I checked its legend against the founding master's seal-registry through one entire night.

The Bureau of Thunder's seal — no. Fire — no. Waters, Pestilence, the City Gods, the Eastern Peak — no. Three hundred seventy-two registered seals of Heaven, and not one matches.

The seal carries three characters. The first two I read: "IN HEAVEN'S STEAD."

The third appears in no registry, no classic, and none of the notebooks of eight generations of my school.

In Heaven's stead — what? Acting in Heaven's stead? Receiving in Heaven's stead? Who, now, receives Heaven's correspondence by proxy? And having received three hundred years of the human world's archive — what is it that he means to review?

And the gravest question: the endorsement reads await review.

What awaits review — the matters in my talismans? Or the one who writes them?

The medicine-basket boy has seen the reply-slip. The Taibai-sending stared at that seal a long, long time, and said: this seal should not exist.

A seal that should not exist, stamped on a reply addressed to me.

So I have packed my seal-case and joined the westward company. The hundred-thousand-talisman archive rides on my back; the Seal of Penetrating Mystery rides against my skin.

At the Western Heaven, I intend to walk in person into that office of "In Heaven's Stead" —

and lay three hundred years of backlogged correspondence on its desk. One. Page. At. A. Time.
